Enhancing Position Competency Accuracy, ITS Academics Initiates Mapping Instrument

ITS Campus, ITS News — To improve the quality and efficiency of human resources, a team of Institut Teknologi Sepuluh Nopember (ITS) academics called the Srikandi Team developed a technical competency mapping instrument for the general functional position of academic staff. This instrument harmonizes academic staff competencies with job competency standards in an agency, especially in ITS.

The innovation developed by the Srikandi Team arose because there is still a mismatch between employee competence based on the competency test results and the competency standards of the intended position. Srikandi Team Leader Nur Layla ST revealed that the measurement of competence in each position at ITS has not been carried out in a structured manner. “There was no clear standard in the previous competency mapping,” she said.

Together with her two colleagues, Yeni Febriani SPsi and Novi Elyka Soundaque ST, Nur made a measuring tool or instrument using indicators of position competency mapping. The instrument was adopted from the Indonesian National Work Competency Standards (SKKNI). “We adjust the points relevant to the conditions at ITS,” said the Organization and Talent Analyst at the Directorate of Human and Organizational Resources ITS.

Furthermore, Nur said that this instrument is designed to identify the level of academic staff competence into three categories: not proficient, proficient, and very proficient. With this categorization, the mapping results provide a specific picture of employee technical abilities for consideration by position holders. In addition, it helps determine the necessary competency development steps.

As part of the development process, the Srikandi Team tested this instrument in general functional positions such as general administrators, laboratory technicians, and facilities and infrastructure technicians. The trial process involved several stages, from administrative selection, written tests, and psychological tests to technical practices according to the position’s needs. “We applied it to the internal promotion process at the ITS Directorate of Human and Organizational Resources in March 2024,” Nur said.

She also revealed that the trial achieved good results. Regarding quality, the percentage of academic staff who undergo competency tests according to standards increases from 44 percent to 80 percent. Not only that, this innovation also reduced the cost of mapping from Rp 550 thousand to Rp 50 thousand per person, with the mapping time cut from seven days to three working days.

Nur and the team believe that the development of this instrument can also be applied to all functional positions in ITS, not limited to the Directorate of Human and Organizational Resources. According to her, it takes consistency and support from many parties to develop this innovation significantly. “Hopefully, in the future, the Directorate of Human and Organizational Resources can continue what has been initiated by the Srikandi Team,” she hoped.

This innovation also aligns with Sustainable Development Goals (SDGs) 4, concerned with quality education. It adheres to the goal of improving the quality of education and training through optimizing the competence of tender. This innovation also supports ITS’s efforts for public information disclosure.

Thanks to this innovation, the ITS Srikandi Team won a platinum medal at the National Quality and Productivity Convention (NQPC) in early December 2024. This award is evidence of Nur and the team’s contribution to improving the quality of human resource management in ITS. (ITS Public Relations)
