ITS Campus, ITS News — In response to the national policy regarding budget efficiency, Institut Teknologi Sepuluh Nopember (ITS) has taken strategic steps to ensure that the education process and student services continue to run optimally. This step is stated in the Circular (SE) of the Vice Chancellor for Planning, Finance, and Infrastructure of ITS Number 3197/IT2.II/B/TU.00.02/III/2025 which was issued on March 12, 2025.
Vice Rector II for Planning, Finance, and Infrastructure of ITS Dr Ir Machsus ST MT revealed that this circular letter responded to Presidential Instruction Number 1 of 2025 concerning Efficiency of APBN and APBD Spending. This has an impact on the reduction of ITS budget allocation from the APBN. “This cut reaches IDR 41.8 billion which has an impact on the ITS Annual Activity Plan and Budget,” said Machsus.
However, Machsus emphasized that ITS still prioritizes educational activities, student activities, and organizational services. He also added that this efficiency policy will not affect the salaries or honorariums of lecturers and education personnel (tendik). “The procurement of subscription library media such as online databases, e-books, and research tools will continue to be carried out to support the Tri Dharma of Higher Education,” he said.
Furthermore, the man born in Bangkalan explained that this efficiency policy was implemented through six strategic steps. In terms of employee spending, ITS optimized the division of work shifts to reduce inefficient overtime. In addition, adjustments to working hours and workloads were made to increase productivity. “ITS also evaluated the financing scheme for maintaining patents, copyrights, and industrial designs to be more targeted,” added Machsus.
Meanwhile, regarding service power expenditure, Machsus said that ITS emphasizes electricity savings by maximizing natural lighting at 10:00–16:00 WIB. The use of air conditioning (AC) is also controlled by setting the temperature in the range of 23–26 degrees Celsius and limiting the use of AC outside working hours, except for activities that have been permitted. ITS also limits the use of elevators at certain hours to reduce operational costs.

Meanwhile, to save the consumption budget, ITS appeals to work unit leaders not to provide excessive consumption. Provision of consumption can be prioritized on activities that support the education process by considering the availability of consumption budget allocation limits in each work unit. ITS also appeals for the use of internal facilities with hybrid or online methods, as well as switching to digital promotional tools as a cost-effective and environmentally friendly step.
In addition, the travel efficiency policy includes restrictions on overseas travel that are only permitted if it is urgent with the recommendation of the ITS Quality Assurance Office (KPM). Domestic travel is also limited, with priority on in-house training and teleconferencing as an alternative to meetings. “Work meetings outside the campus are limited to a maximum of once a year and on campus a maximum of twice a year,” explained the lecturer from the ITS Civil Infrastructure Engineering Department .
In terms of capital expenditure, ITS eliminates the purchase of non-urgent operational vehicles and only purchases new equipment if it supports education and research. Infrastructure maintenance is focused on priority and high-risk repairs. ITS also reduces ceremonial activities, accelerates administrative digitalization, and prioritizes digital marketing. The use of Event Organizer (EO) services is also limited to large-scale events involving the entire academic community.
These efficiency measures implemented by ITS are in line with efforts to support Sustainable Development Goals (SDG) 4 on quality education and SDG 12 on responsible consumption and production. By prioritizing efficiency without sacrificing the quality of education, ITS contributes to creating a more sustainable, efficient, and inclusive education system.
Through this policy, ITS hopes to maintain financial stability without disrupting academic activities or student services. “We are committed to ensuring that the educational process and student activities continue to run optimally even though we are facing budget adjustments,” concluded Machsus.
