The government continues to encourage Indonesia to become a producer of halal products. One of them is by making regulations, namely Law Number 33 of 2014 and Law Number 11 of 2020 concerning Job Creation which mandates a Government Regulation (PP) 39 of 2021 concerning the Implementation of Halal Product Guarantees (JPH). One of the critical regulations is the change in the nature of halal certification, which was initially voluntary for business actors, and has now become mandatory (mandatory). In the JPH Law, the product categories that must be certified halal are:

  1. Goods, including food and beverages; cosmetics and medicines; chemical, biological, and genetically engineered products; and use goods
  2. Services, including slaughtering, processing, storage, packaging, distribution, sales and presentation services

The implementation of the mandatory halal products is carried out in stages, starting from food and beverage products on October 17, 2019, and non-food products (drugs and cosmetics) beginning on October 17, 2021, by the Regulation of the Minister of Religion (PMA) Number 26 of 2019.

In early 2022, the Minister of Religion released a program of 10 million halal-certified products, which is expected to encourage the growth of MSMEs in Indonesia. This program is also one way that is expected to accelerate economic recovery in Indonesia. This is certainly in line with the fact that 86.9% of Indonesia’s population is Muslim; this figure was obtained as of December 31, 2021. The target of 10 million halal-certified products is not an easy target. Therefore, the government is working with various parties to realize the target.

The Institut Teknologi Sepuluh Nopember is one of the agencies collaborating with the government to realize 10 million halal-certified products, explained Prof. Gunawan. Therefore, the ITS Halal Community Engagement Center, in collaboration with the East Java Bhayangkari, BPOM, and the East Java Health Office, has held a Webinar for Licensing MSMEs for processed food products.
