General Procurement Plan

General Procurement Plan (GPP) is a document that outlines procurement activities and budgets for goods/services sourced from the State Budget (APBN) or Regional Budget (APBD). This plan includes budgets from Ministries, Institutions, or Regional Agencies (K/L/PD) and/or joint financing (co-financing) between K/L/PDs.
The GPP plays a crucial role in determining the timing of procurement auctions for goods/services. As a form of transparency, the government is required to publicly announce the GPP to society.

According to Presidential Regulation of the Republic of Indonesia Number 16 of 2018, which replaced Presidential Regulation Number 54 of 2010 and its amendments, the GPP is defined in Article 1, Paragraph 19 as a list of planned procurements of goods/services to be carried out by K/L/PDs.

Article 22, Paragraph (1) states that “The announcement of the GPP for Ministries/Institutions is made after the determination of the budget allocation.” Furthermore, Paragraph (3) explains that the announcement is made through the General Procurement Plan Information System (SIRUP) application. Based on this regulation, the government is required to upload the list of planned procurements of goods/services into the SIRUP application after the Budget Implementation List (DIPA) has been determined.

Institut Teknologi Sepuluh Nopember (ITS) utilizes the General Procurement Plan Information System (SIRUP) provided by LKPP as a platform to announce its GPP, enhancing transparency.
